The Interim Use Permit will require the ~pplicants to post a financial surety at the City to ensure
that the old home and septic system are properly abandoned in a timely manner.

City Code requires a 10 day waiting period between the Planning Commission action and the
City Council action on Interim Use Permits. In order that the abandonment of the old house and
septic system will not be overly delayed by winter weather conditions, City Staff is proposing to
present this case to the City Council on September 23 rather than October 14. This results in a
waiting period of 8 days versus the 10 required. City Council will be asked to reduce the 10 day
waiting period.

The Planning Commission met on September 15, conducted a public and recommended Council
approval of the permit.

Recommendation:

City Staff and the Planning Commission are recommending reducing the 10 day waiting period
to 8 days and approving the Interim Use Permit.

Council Action:-

Motion to adopt Resolution #03-0% adopting Findings of Fact # relating to Mr. and
Mrs. Edgerton's request for an Interim Use Permit to maintain two dwellings on one parcel for a
temporary period of time.

-and-

Motion to approve Mr. and Mrs. Edgerton's request for an Interim use Permit, based on the
findings of fact, to maintain two dwellings at 7031 173~d Avenue N.W. for a temporary period of
time and adopt Resolution #03-09- declaring terms of same.

-or-

Motion to deny Mr. and Mrs. Edgerton's request for an Interim Use Permit based on the findings
of fact.

Review Checklist:
Asst.
