Case #4 <br /> <br />Request to Rezone Property from E-1 Employment District to Planned Unit <br />Development (PUD); Case of Basalt Properties, LLP <br /> <br />Public Hearing and Presentation <br />Principal Planner Trudgeon advised that items 4, 5 and 6 are all part of the same development, <br />and may be discussed simultaneously. He stated Basalt Properties, LLP is proposing to develop <br />two commercial buildings on 2.62 acres along Basalt NW, south of Highway 116. The subject <br />properties currently consist of three separate parcels platted as Gateway North. He indicated as <br />part of the development, the applicant applied for a minor subdivision to combine the three lots <br />into one, and site plan review of the buildings to be constructed. As part o£ their request, the <br />applicant is also asking that the property be rezoned to Planned Unit Development (PUD) to <br />allow for two principal buildings on the property and a reduced rear yard setback for one of the <br />buildings. He further stated the applicant is requesting to have two buildings on one lot due to <br />the desire to share a maneuvering area for trucks between the two buildings. The layout of the <br />individual lots do not lend themselves to contain an average-size building, with a parking lot and <br />room for maneuvering area. By combining the lots and sharing a maneuvering area, the applicant <br />has indicated that he has created a more unified looking development and maximized the use of <br />the land to create a greater tax base. <br /> <br />The lot is only 200 feet deep and with the required setbacks, it is difficult to meet the rear yard <br />setback. He added also that due to desirability and need of the shared maneuvering area it is <br />impossible to reorient the building. It should be noted that this building will back up to an <br />outdoor storage area for Sauter and Sons. Staff feels that the smaller rear yard setback is <br />acceptable due to the lack of depth of the lot, the use of the property, and the adjacent land use to <br />the west. He indicated Staff recommends approval of the request to zone the land from E-01 <br />Employment District to Planned Unit Development in order to allow for two buildings to be <br />located on one lot and for a reduced rear yard setback for the northern building. <br /> <br />Adjourn Public Hearing <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt to close the public hearing at <br />7:51 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, Van <br />Scoy and Watson. Voting No: None. Absent: None. <br /> <br />Commission Input <br /> <br />Principal Planner Trudgeon noted the City has started to invest a significant amount of money <br />into redeveloping this area. <br /> <br />Commissioner Brauer asked if it would make it easier for the City to market the area if this plan <br />is approved and Principal Planner Trudgeon stated he believes it would be. <br /> <br />Chairperson Nixt asked if they recommend rezoning, what they would be changing as to <br />permitted use. <br /> <br />Planning Commission/September 4, 2003 <br /> Page 8 of 22 <br /> <br /> <br />
