City Engineer Jankowski indicated they~have segmented the storm sewer project into two phases; <br />one from JR's east, with the piece by Plants and Things to be second. Now they are doing the far <br />western section, then will come back and do the middle. <br /> <br />Chairperson Nixt asked if this holding pond will be sufficient for the short-term. He does not <br />want to create a hazard along Highway 10. He questioned what was driving the pond, whether <br />the City was requesting it or the applicant was installing it to deal with his drainage issues. <br /> <br />Community Development Director Frolik stated the City is requesting it so the paving and <br />grading can go ahead. <br /> <br />City Engineer Jankowski indicated City Engineer Olson has been handling this case, and he <br />believes the conclusion is they still need to review the size of the pond. <br /> <br />Community Development Director Frolik added she was of the understanding that the portion of <br />the utility project that would improve this property was scheduled for next year. <br /> <br />Commissioner Brauer asked what the worst case scenario is on the storm water solution. If not <br />next year, then when. <br /> <br />City Engineer Jankowski stated with the granting of the easement they can make a connection <br />within the timeframe of next year, but they do not have the easement in between. <br /> <br />Commissioner Brauer asked if the pond would be shut down at that time. <br /> <br />City Engineer Jankowski stated the pond being put in noTM will still be used when connected to <br />Sunfish Boulevard. He indicated when the entire project is done it will flow into the regional <br />pond and the space could be used for additional land. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Brauer to recommend that the <br />City Council approve the proposed site plan for the Plants and Things accessory building. <br /> <br />Chairperson Nixt asked what the concern was with the access off Highway <br /> <br />Principal Planner Trudgeon indicated he does not think it is an issue when used as an accessory <br />building, but when the area develops fully it may be a different story. <br /> <br />Motion carried. Voting Yes: Commissioners Johnson, Brauer, Shepherd, Van Scoy and Watson. <br />Voting No: Chairperson Nixt.
