Review Letter: Plants and Things Accessory Building <br />August 29, 2003, Revised September 19, 2003 <br />Page 2 of 3 <br /> <br />the combination of the lot, will have a total of 7,139 square feet as accessory uses. The City <br />Council will need to approve this overage. <br /> <br />Hwy. 10 Moratorium: As you are aware, the City Council recently adopted a six month <br />moratorium on development on properties located north of the Hwy. I0 corridor. The <br />moratorium took effect on August 25, 2003 and will expire February 25, 20041 Your application <br />was received on August 8, 2003 and therefore, your proposal is not subject to the moratorium. <br /> <br />Utilities: The accessory structure will not be served by municipal sewer and water facilities. <br /> <br />Setbacks: The building location exceeds the 35 foot front and rear yard and I0 foot side yard <br />setback requirements. <br /> <br />Access: The proposed accessory structure is proposed to have primary access from the west <br />along a drive that exits onto Sunfish Lake Blvd. Long term plans that you have shared with the <br />City indicate that this drive will be fully improved as part of the redevelopment of the site_. The <br />property also currently has a driveway access onto Hwy. 10. In the long term, the City would <br />1/ke to see tlfis access closed to Hwy. 10. <br /> <br />Screening.'... The abutting properties to the north, south, east and west are zoned Business and <br />Employment; City Code does not require screening in this case. <br /> <br />Landscaping: You are not proposing any additional landscaping as part of the accessory <br />building. The existing subject property has numerous trees located on it, of which all will be <br />retained. The accessory building will be located behind the existing house and will be screened <br />from Hwy. 10. City Code does not directly address landscaping requirements for accessory <br />buildings and contemplates landscaping for new developments. <br /> <br />Architectural Standards: City Code restricts building height to 35 feet, the proposed building <br />will be 14.5 feet to the mean gable height, which meets City standards. City Code restricts <br />exterior wall finish, es to be natural or prefabricated brick or stone 'or pre-cast concrete panels or <br />some other material approved by City Council. You are proposing that the building exterior will <br />be vinyl siding to match the existing structures on the site. The use of vinyl siding will need to be <br />approved by the City Council. <br /> <br />Drainage and Grading: You have provided drainage calculations that indicate the runoff from <br />the accessory building is negligible. City Staff is in the process of reviewing that information <br />and will be contact if there are any questions. <br /> <br />lIEU Number: The Residential Equivalent Unit (REU) will determine the amount this <br />development will pay to the City's storm water utilities. This nUmber is based upon the amount <br />of impervious area of the site. As the accessory building will add additional impervious area, a <br />determination will be made by City staff regarding the REU number. For your information, the <br />quarterly drainage utility charge will be $25.20 per REU. <br /> <br /> <br />
