PACT Charter School - Site Plan <br />September 12, 2003, Revised September 19, 2003 <br />Page 6 of 8 <br /> <br />463 square feet. The parking and maneuvering plan contained in the submitted narrative seems well <br />thought out and appears to reduce potential pedestrian/auto/bus interaction. Staff feels that the parking <br />plan is acceptable and the number of parking spaces is also appropriate. Based on previous staff <br />comments, the P.A.C.T. Charter School has submitted a proposal to the City regarding shared use of <br />the parking lot and special event parking that is being reviewed by the City. <br /> <br />Lighting: Please provide the City with details regarding the lighting that wilt be on the building and <br />located in the parkirig lot for review. City standards require that the luminaire (light source) must not <br />be visible from beyond the property line. The applicant should submit shop drawings of the lighting <br />fixtures for review and approval by the City Engineer. <br /> <br />Drainage and Grading: The City has received grading and_ drainage plm~s and finds it generally <br />acceptable. You have submitted revisions to the drainage and grading plan based on previous City <br />comments. Engineering Staff is still reviewing the revisions and will report to the City Council on the <br />suitability on the revisions. <br /> <br />Access: 'The site proposes an access from RamSey Parkway and two accesses from Peridot St. NW. <br />The Ramsey Parkway is the entrance to the "front door" of the school. Once Ramsey Parkway is <br />constructed, this entrance will mostly be utilized by school buses, visitors, and school staff. For the <br />time being, the buses will enter from then northern entrance off of Peridot St. and drive around the <br />building to the eastern side of the building to the designated drop-off area. The parking area to the east <br />of the drop-off area will be for staff parking. The buses will exit from the southwest entrance onto <br />Peridot St. Parents dropping off children will enter from the southwest access 'to Peridot St. and utilize <br />the car drop-off area on the western 'side of the-building and then exit using the northwest exit onto <br />Peridot St. The traffic circulation plan is acceptable to the. It should also noted that East Ramsey <br />Parkway is a combination of two one-way streets. Access to Peridot St. from westbound East Ramsey <br />Parkway will not be permitted. <br /> <br />Storm Water Management Fee: The City has enacted a Stormwater Management Fee and the current <br />rate is Three Thousand Seven Hundred Forty one Dollars ($3,741.00) per acre. The amount of <br />Stormwater Management Fee due on the 5.35-acre parcel is Twenty Thousand Fourteen Dollars <br />($20,014.00). A cash payment will be required prior to the City issuing a Building Permit. <br /> <br />Sewer and Water Trunk Fees: Sewer Trunk charges within the City of Ramsey are $3,103.00 per <br />acre and Water Trunk Charges are $6909.00 per acre. Therefore, sewer and water trunk charges total <br />$10,012.00 per acre. The amount of Sewer and Water Trunk Fees due on the 5.35 acres is Fifty-Three <br />Thousand Five-Hundred Sixty-Four Dollars. ($53,564.00). <br /> <br />REU Number: The REU number for this project has been determined to be 19.21. A quarterly charge <br />of $484.09 will be charged per quarter. <br /> <br />Park Located West of Peridot St. NW: It is Staff's understanding that the proposed park west of <br />Peridot St. NW, will be used by the school on a daily basis throughout the school year. Based on <br />previous Staff request, the P.A.C.T. Charter School has provided information to the City regarding the <br /> <br /> <br />
