PACT Charter School - Site Plan <br />September 12, 2003, Revised September 19, 2003 <br />Page 7 of 8 <br /> <br />School's use of the Park. It appears that the school plans on using the land on a daily basis for physical <br />education classes and after-school sports. At this time, the City is unsure on the desirability of <br />accepting this land as a City Park due to the heavy use by the school. The Parks and Recreation <br />Commission has begun discussion of the status of the Park and will be making a recommendation to <br />the City Council. <br /> <br />Park Dedication Fees: The Plat is located in the Greenland Hills District. Park dedication <br />requirements shall be satisfied by a cash payment in the amount of $23,304.00. This mount is <br />calculated from a $2.00 per square foot value of 5% of the total land area. This payment shall be made <br />to the City prior to the release of the building permit. <br /> <br />Trail Development Fees: The City Council has established a trail .development fee in the amount of <br />One Hundred DOllars and no cents ($100.00) per acre. The amount of trail fees due on the Site Plan is <br />$535.00 ($100 x 5.35 acres). It is the City's understanding that the trail along Ramsey Blvd. will be <br />constructed as part of the improvements that will take place as part of the overall development of the <br />Ramsey Town Center. It is anticipated that the trail will be located in the right-of-way. If, due to the <br />road improvements, no room is left for a trail corridor, the City will require a 15-foot trail easement <br />along the eastern property line be given to the City. <br /> <br />Development Agreement: As part of the approval by City Council, the applicant will .need to enter <br />into a development agreement with City. This agreement, among other things, will incorporate <br />relevant items from the Master Development Agreement with Ramsey Town Center LLC that will 'be <br />obligations for the PACT Charter School. The Development Agreement will also enumerate the <br />financial sureties needed by the City t6 allow construction of the project. The Development Agreement <br />is still being drafted and will be given to you and the City Council at the meeting on September 23, <br />2003. <br /> <br />Commencement of Construction: As is apparent from the review of the Site Plan, many of the tools <br />governing the development of' the Town Center have not been implemented.. At a minimum, the <br />following things must occur prior to the City releasing a grading, footings and foundation permit as <br />allowed under the Town Center Master Development Agreement: Final Plat approval of Town Center, <br />Ramsey Town Center LLC and the City entering into a Development Agreement, the City and PACT <br />Charter School entering into a Development Agreement, and the appropriate securities and fees have <br />been paid. For additional work to commence, the Town Center Zoning District must be approved, the <br />Town Center Development Guidelines adopted, and the Conditional Use Permit approved by the City. <br />Further review of the site plan may be required if these documents change substantially. <br /> <br />The City Council will be meeting at 7:00 p.m. on Tuesday, September 23, 2003 at Ramsey Fire Station, <br />15050 Armstrong Blvd., to review the proposed site plan.
