This is the third, and perhaps most descriptive document ~ <br />needed to direct design solutions and define project character <br />for the Town Center. With increasing levels of detail and <br />specificity, the Master Plan, the Zoning Code and these <br />Development Guidelines further clarify and promote the desired <br />outcomes illustrated in the overall Concept Plan (see Master <br />Plan page XX). Taken together, these three documents provide <br />the additional tools needed to review, critique and approve <br />development projects within the Town Center District. <br /> <br />The primary purpose of Development Guidelines is to set basic <br />parameters, describe preferences and clarify design intent for <br />each piece of the Master Plan including streetscape <br />improvements, best site development practices and high quality <br />architecture. These guidelines are intended to be a framework <br />within which creative design can and should occur - there is no <br />one solution, but many options available to meet intent. <br /> <br />The format and conteni of these guidelines are specifically <br />tailored for use as a reference workbook.., defining in greater <br />detail preferred building types, site design standards and public <br />realm improvements. These guidelines are organized into two <br />sections.., the first dealing with issues and recommendations <br />that apply to the entire Town Center district. The second section <br />highlights specific guidelines that apply to each sub-district <br />within the Town Center. <br /> <br />Part One: Town Center Guidelines <br /> <br />There are a number of guidelines that apply to the entire Town <br />Center distdct including recommendations for stormwater <br />management, parks, streets, land use, parking, transit and other <br />development components. While many of these guidelines <br />overlap, or are integrated wilh one another, for ease of <br /> <br />discussion they are organized into the same categories, or <br />'layers' that form the basis for the Master Plan (see Master Plan <br />page XX) including: <br /> <br />· Context - local, city, regional <br /> <br />· Blue System - water, elements <br /> <br />· Green Structure - parks, trails, open space <br /> <br />· Land Use Mix - preferred uses <br /> <br />· Architecture <br />· Streets and Blocks - access, circulation <br />· Parking - quanity and locations <br />· Transit - rail, bus, options <br /> <br />· Utilities <br /> <br />All partiqipants in the development of the Town Center must- <br />recognize the local and regional impacts of this project and the <br />various systems that play a role here. As such, there.is an <br />implied responsibility to understand how each.parcel and each <br />building will fit within the context of the entire plan. Individual <br />projects must complement, not compete with adjacent <br />development in terms of added green space, walk and trail <br />connections, stormwater management solutions, street layout, <br />parking strategies, land use mix and building design. Part One <br />Guidelines provide the basic information needed to understand <br />the overall intent of the Master Plan. <br /> <br />Specific reference to other related documents, including the <br />AUAR, Zoning Code, Market Studies and the Master Plan will be <br />given throughout these guidelines. It is important to note that <br />each of these 'stand' alone' documents serve a specific purpose <br />as part of the Town Center reference library, while at the same <br />time, work together to emphasize or clarify preferred planning <br />and design outcomes. <br /> <br /> <br />
