He said this project does have a funding source that needs <br />to be determined. <br />Mayor Ramsey said the water treatment plan discussion goes beyond Ramsey to the County and <br />Metropolitan Council so he does not wish to purchase land until that has been decided. <br />Councilmember -Elect Backous said it would be more useful to have 2011 broken out to identify <br />2011 projected projects with funding sources for easier prioritization. <br />Councilmember McGlone said many of the projects don't seem to meet the eight criteria outlined <br />for an improvement and that it is important to the public to understand the City's intentions. <br />Councilmember Wise noted that not many questions are received from the public on the CIP. <br />Mayor Ramsey said his only concern for 2011 is site acquisition, as the City shouldn't be <br />purchasing more land. City Administrator Ulrich said the site was being looked at for a medical <br />lab /incubator and it could be purchased and sold back to a private party. He said they could <br />include it in the TIF budget for redevelopment. <br />Mayor Ramsey suggested that the EDA acquire the site. City Administrator agreed, but noted <br />the document also includes TIF expenditures. <br />Council consensus was to leave the right -of -way project listed for Bunker Lake Boulevard as it is <br />developer funded, and keep Healthquest acquisition listed in 2011 and water treatment plant in <br />2012. <br />It was Council's consensus to support the 2011 -2015 Capital Improvement Program, as revised <br />above, and to schedule the plan for a public hearing on January 14, 2011. <br />Mayor Ramsey asked that staff post the 2011 CIP with links to each area. <br />Councilmember Jeffrey left the meeting at 6:29 p.m. <br />3) 2011 General Fund Budget and Levy <br />City Administrator Ulrich reviewed staff's report. Finance Officer Lund shared that the public <br />document that will be presented on December 14. <br />Mayor Ramsey asked where the lowered fund balance went. Finance Officer Lund said it went <br />to the Public Improvement Revolving Fund in the amount of $604,000. <br />Mayor Ramsey said the budget shows an overall general reduction in taxes so he is fine with the <br />document. <br />Councilmember McGlone asked that after reviewing the CIP if the Council removed $300,000 <br />from the plan can we reduce this budget.
