Members Present. <br />Also Present: <br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, February 15, <br />2011, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Mayor Bob Ramsey <br />Councilmember Randy Backous <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Colin McGlone <br />Councilmember Jason Tossey <br />Councilmember Jeffrey Wise <br />City Administrator Kurtis G. Ulrich <br />Public Works Director Brian Olson <br />City Engineer Tim Himmer <br />Development Manager Darren Lazan <br />Economic Development/Marketing Manager Aaron Backman <br />Tony Heppleman, WSB Engineering <br />CALL TO ORDER <br />Mayor Ramsey called the City Council Work Session to order at 6:55 p.m. <br />TOPICS FOR DISCUSSION <br />1) Project Update for City Improvement Project #09 -21; Armstrong Boulevard <br />Interchange <br />City Engineer Himmer reviewed the staff report. <br />Tony Heppleman, WSB Engineering, reviewed his presentation. He explained some areas would <br />need to be acquired; some for the right -of -way. <br />Councilmember Elvig asked if the preferred design creates a longer on -ramp because it is <br />perpendicular. He also questioned if the other design would be benefitted by incorporating this. <br />Mr. Heppleman stated it would not be beneficial. <br />Councilmember Elvig questioned the allowable speed at Sunwood. <br />Mr. Heppleman replied this is a 40 -45 mph curve and the rest of Armstrong is 55 mph. <br />City Council Work Session / February 15, 2011 <br />Page 1 of 6 <br />
