Councilmember Elvig stated because traffic is approaching the freeway, it would seem <br />appropriate to lower that speed limit at that point. He noted this speed was not acceptable when <br />discussions were taking place regarding Ramsey Boulevard. The speed limit was set at 55 mph <br />right up to Highway 10. <br />Public Works Director Olson interjected MnDOT is allowing some exceptions in this design. <br />Staff is trying to keep costs down. Also, this will impact residential land less. <br />Discussion ensued regarding traffic stacking up in relation to the railroad <br />Mr. Heppleman displayed renderings from viewpoints at all directions. <br />Councilmember Wise inquired whether the Coburn's sign would be visible heading eastbound. <br />Mr. Heppleman noted some discussion has taken place regarding a higher sign in this area. <br />Councilmember Elvig pointed out there is a double retaining wall. <br />Mr. Heppleman confirmed the exit ramp is on a double retaining wall between the railroad and <br />the highway. Staff is considering the possibility of raising Highway 10 and reducing the height <br />of the retaining wall. He acknowledged the savings of having a reduced height of the wall would <br />be mitigated by the cost of raising the highway. These visuals will be taken to the open house to <br />present to the residents. <br />City Engineer Himmer stated the next steps include an open house for the public on February 24, <br />2011. The full environmental impact of the recommended alternative will be evaluated between <br />March 2011 and November 2011. There will be a public hearing in November 2011. March <br />2012 will include findings of no significant impacts. March 2011 through July 2011 will be the <br />time to develop an official map and protect any necessary property. <br />Mayor Ramsey asked if they anticipate breaking ground in July 2012. <br />Mr. Heppleman responded it could possibly be in 2013 if the funding is there but would most <br />likely be 2014. <br />Councilmember Elvig inquired when boxes could go in the ground. <br />Mr. Heppleman replied it would likely be three to four months before anything is drawn up. <br />Development Manager Lazan referred to the issue of raising Highway 10. The biggest issue is <br />the grade and the railroad. He noted Staff is trying to keep everything evenly spaced between <br />Highway 10 and Bunker Lake Boulevard. <br />Mayor Ramsey commented a road is being reconstructed that ordinarily wouldn't have to be.
