Economic Development/Marketing Manager Backman inquired what the City could do for Bury <br />& Carlson in regard to the electricity if they relocated to the other side. <br />Councilmember McGlone stated he would rather sell the entire property than have them come <br />back for permits. <br />City Administrator Ulrich stated the contract with Mr. LaFavre will be rewritten, taking into <br />account the suggestions given, and will be seen by the City Attorney. It will be presented to the <br />Council on March 27, most likely in a closed session. <br />3) Update for The Falls Cafe/Wells Catering Project <br />Economic Development/Marketing Manager Backman reviewed the staff report. <br />George Wells described the changes that have been made in the plan since last year's proposal. <br />He noted there would be upscale food, served to the customers at breakfast, lunch and dinner. <br />There will not be a drive through. The main entrance would be off Sunwood and they will offer <br />curbside to go. <br />Mr. Backman explained there would be a waterfalls fountain and water features in and around <br />the area. <br />Developer Matt Kuker, Ramsey Retail Rental, LLC, said the interior designs have been defined <br />but the water features have not been defined. <br />Mayor Ramsey asked if there would be liquor. <br />Mr. Wells answered there will be full service liquor. <br />Councilmember Elvig noted when Acapulco went in; one of the issues that came up was WAC <br />and SAC. He suggested it might be in the City's best interest to negotiate with Met Council. <br />Mr. Backman explained the Met Council defines a full service restaurant as having one unit for <br />every eight seats. <br />Councilmember Elvig raised the issue if this restaurant is an extension of Mr. Well's existing <br />operation, it could pose questions. <br />City Administrator Ulrich offered the City could conduct those negotiations with the Met <br />Council. <br />Mr. Backman explained the WAC and SAC fees are assigned to the developer. He added there <br />was a five -year deal with Acapulco and the loan is forgivable as long as they are operating. He <br />requested the item be brought to the EDA one more time due to the lapse of time since the last <br />design. <br />City Council Work Session / February 15, 2011 <br />Page 4 of 6 <br />
