4. COUNCIL BUSINESS <br />4.01: Consider Acquisition of Property Located along the West Side of Armstrong <br />Boulevard, between 149 Lane NW and 150 Lane NW (PID #20-32-25-44 - <br />0003) <br />City Engineer Himmer reviewed the staff report. <br />City Attorney Goodrich noted that this meeting can move into closed session to discuss the <br />purchase price. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig to move to closed <br />session. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Elvig Backous, <br />McGlone, Tossey, and Wise. Voting No: None. <br />The Special Council meeting moved into a closed session at 5:45 p.m. <br />The closed session ended at 5:59 p.m. <br />Councilmember McGlone stated he would not want to see a public works building on that site. <br />Councilmember Elvig stated the property will be some of the most valuable in the City with the <br />improvements being made. He didn't think the water treatment plant would be the most <br />attractive building to have there, though he understood the placement would be good for linking <br />into the rest of the piping network. <br />Mayor Ramsey suggested presenting an offer to the property owner for the required trail <br />easement and obtaining an appraisal on the entire parcel. <br />Motion by Councilmember Wise, seconded by Councilmember Elvig to authorize staff to present <br />an offer as previously discussed to the property owner to purchase the easement, and to request <br />an appraisal on the entire parcel. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, Elvig, Backous, Jeffrey, <br />McGlone, and Tossey. Voting No: None. <br />4.02: Adopt Resolution Approving $4 Million Bonding Request to the State <br />City Administrator Ulrich reviewed the staff report. He noted the only change to the original <br />document is to add language stating 30 jobs would be created during the construction of the rail <br />station and language regarding adding Ramsey as an infill station.
