Motion by Mayor Ramsey, seconded by Councilmember Jeffrey, to adopt the resolution <br />Approving $4 Million Bonding Request to the State of Minnesota. <br />Further discussion: Councilmember Elvig inquired whether it would make sense to add <br />language in the document that the City has already invested in the transit site. He thought it <br />would be important to show the City's interest and involvement. City Administrator Ulrich <br />agreed to add this to the document. <br />Amendment motion by Mayor Ramsey, seconded by Councilmember Jeffrey, to adopt <br />Resolution #11- 02 -043A Approving $4 Million Bonding Request to the State of Minnesota, as <br />revised to include language stating the City has already invested in the transit site. <br />Amended motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Backous, <br />Elvig, McGlone, Tossey, and Wise. Voting No: None. <br />4.03: Discussion Regarding 2011 Contract Negotiations with LELS Patrol and <br />LELS Sergeants <br />Human Resources Representative Lasher explained staff is seeking direction on union <br />negotiations. <br />City Attorney Goodrich noted that this meeting can move into closed session to discuss labor <br />negotiations. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Tossey, to move to closed <br />session. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Tossey, Backous, Elvig, <br />McGlone, and Wise. Voting No: None. <br />The Special Council meeting moved into a closed session at 6:06 p.m. <br />The closed session ended at 6:38 p.m. <br />4.04: Review Consideration of Sale of Property at 14251 Jaspar Street NW (Bury <br />and Carlson Site) <br />Development/Marketing Manager Backman noted he contacted the potential buyers earlier in the <br />day. They are looking at other sites in other states, and will not have answers for two weeks. He <br />stated he had inquired how Ramsey compares to other communities, and the potential owners <br />responded Ramsey has provided the best information.
