Anoka County Representative David Minke reviewed his presentation that was structured to <br />what Anoka County will bring to the table, what Ramsey will bring, and what Zayo will bring to <br />the Agreement. <br />Councilmember Jeffrey mentioned the fiber is housed at the College with other commercial <br />equipment from another provider. He questioned whether that is an option for the City. <br />Mr. Minke explained the City is required to house a switch. The area could have additional <br />commercial traffic coming through. It is the City's discretion. Mr. Minke noted the City will <br />need to provide adequate space for equipment and the fiber, and contact information and access <br />for repairs. Also, it will need to provide insurance. The City will have the option to reject this <br />project, and the option to select which sites receive service. Mr. Minke stated Zayo is bound to <br />abide by the City's written instructions for access. If the City states the access is not guaranteed <br />24/7, then Zayo would have to work around that. <br />Councilmember Elvig asked to clarify the distribution — whether it is actual electrical lines or <br />wireless. <br />Mr. Minke explained anything that is covered in the agreement with Zayo is hardwired and is <br />fiber. Users will need a 120v plug in A third party provider could help provide connectivity for <br />the residents. It could potentially be accessed everywhere. He further noted that the Anoka <br />Hennepin School District has their own network. This project does not connect every business <br />either. <br />County Commissioner Kordiak noted the lines have been very complicated to draw and there are <br />many factors. Aerial and underground views were used to discern the lines. He said Zayo has <br />built this system for federal governments and noted that he thinks there is room to make some <br />changes. The next step is to get the contract signed for Zayo. <br />Deputy City Administrator Nelson stated this item will be on the March 22 Council agenda if <br />there is consensus to move forward. <br />Consensus was reached to move forward and bring this item to the next regularly scheduled <br />Council meeting. <br />2) Flood Preparation <br />Fire Chief Dean Kapler indicated Anoka County is predicting there is a 20% chance of severe <br />flooding The severity remains very weather dependent. He reviewed his presentation. <br />Councilmember Elvig asked what the City's obligation is in a flood situation. <br />Fire Chief Kapler responded the City is not required to do anything. If the City chooses to not do <br />anything, and the City, County or State has declared an emergency, the City is not eligible for <br />any type of reimbursement. He stated many residents are expecting some type of <br />communication regarding resources and the County is putting together a list of resources.
