said if the City wanted to do something, it should be toward the primary living structures. Fire
Chief Kapler indicated he would like to purchase an additional 10,000 sandbags for inventory.
There are already 10,000 in inventory, and this would bring the total to 20,000.
Councilmember Wise questioned how the sand would be dispersed.
Fire Chief Kapler explained the neighborhoods would get together to get the sand and decide
where they would like the materials dropped. To prove the need, the residents would provide a
drivers license to prove the address.
Councilmember Backous commented he understood why the City would want to provide for
residents, but questioned why the City wouldn't just mail them the information and give them
preferred vendors and let them do as they need. The City wouldn't have to be the coordinator for
them.
Fire Chief Kapler raised the point that the City doesn't usually let residents have supplies in
right -of -way areas, and the City could exempt them from that in this situation. He said there will
be staff impact no matter how this is handled.
Councilmember McGlone pointed out residents in these potentially afflicted areas most likely
have flood insurance, and they can decide how to handle their property.
Mayor Ramsey commented 100 sandbags per living structure is not a lot.
Fire Chief Kapler explained the formula he used to calculate the amount of sandbags needed per
1,200 sq. ft. structure nets 4,000 bags, which would go around the entire structure. Most
properties wouldn't need sandbags around the entire structure. The offer of 100 sandbags is a
show of goodwill.
Councilmember Tossey asked if the City needs the 10,000 sandbags in inventory.
Fire Chief Kapler replied they are not needed. They have been in inventory for a number of
years.
Mayor Ramsey suggested a letter be sent to potentially affected properties. Possibly the City
could have sand available if need be. The letter could contain information on where to get
sandbags.
Consensus was reached to send a letter to potentially affected properties letting them know the
possibility of flooding, where to get the supplies, and direction to a video explaining how to fill
the sandbags.
FUTURE TOPICS FOR DISCUSSION
1) Future Work Session Topics /Calendar
City Council Work Session / March 15, 2011
Page 3 of 4
