Mr. Flattable explained RevTrak is a PCI compliant service provider. There is no credit card or <br />sensitive information stored on the City's network. It is hosted by RevTrak. RevTrak holds all <br />responsibility. The City would have to sign an agreement stating, in part, that they will not keep <br />any confidential information. <br />Councilmember Wise pointed out the swipe rate is fairly high. <br />Mr. Flattable explained the fees are bundled for easier pricing. There are other costs involved in <br />the swipe rate RevTrak handles a lot of information, and maintains the report functions, <br />database and web site. <br />Mayor Ramsey asked how the liability for fraud is handled. <br />Mr. Flattable clarified when the transaction is approved, within 3 to 5 seconds, the City is <br />guaranteed payment. <br />Councilmember McGlone brought up the issue of having a self -serve kiosk and asked if this <br />payment system can be integrated into that. <br />IT Manager Busch stated the payments could be made at the kiosk just as the payments can be <br />made from a home computer. If residents are apprehensive to pay from home, they may feel <br />more comfortable paying at the City Hall. <br />Finance Director Lund pointed out the fee is higher at a kiosk versus at home. <br />Mr. Schute, representative of Opus 21, stated they are excited that the City is going in this <br />direction. He said as a call center for the City's water bill, they have had numerous questions of <br />when the City will install electronic payments. He noted they have been working with RevTrak <br />in Big Lake and Victoria and have had great interactions. He explained the timeframe for getting <br />the communication applications to the City is two to three weeks. <br />Finance Director Lund stated the next billing goes out April 25. Her department will be <br />promoting the ecommerce option and advertising soon. This item is on the consent agenda for <br />the Council meeting that will be held next. <br />Councilmember Elvig suggested this item be pulled from the Consent Agenda and added to the <br />regular agenda and make the approval be subject to the City Attorney's review. <br />Consensus was reached to move forward. <br />2) Presentation on Housing Report by Anoka County Community Development <br />Senior Planner Gladhill introduced Ms. Karen Skepper, Community Development Manager and <br />Assistant Manager of HRA with Anoka County. <br />City Council Work Session / March 22, 2011 <br />Page 2 of 4 <br />
