Ms. Skepper reviewed the housing report and other housing related resources for the City. She <br />reviewed the programs of NSP (Neighborhood Stabilization Program), CDBG (Community <br />Development Block Grants) and HOME and the availability of these funds to Ramsey.. <br />She noted the CDBG is a great program to make funds easily obtainable for the City. She also <br />noted they ran a pilot program addressing the needs of people buying foreclosed homes with <br />CDBG funds. Some CDBG funds were used to make repairs before the foreclosed home could <br />be sold. She said the County is planning to fund a furniture warehouse for low to moderate - <br />income citizens and they work with several shelters to provide services to the homeless. The <br />HOME program has provided down payment assistance to 79 individuals. <br />3) Councilmember Ward Residency Requirement <br />City Attorney Goodrich reviewed the report. He emphasized that this is not a hearing and no <br />undue questions are to be asked. <br />Councilmember Jeffrey stated he has moved out of his ward for medical reasons. He said he has <br />been advised to live in one -level housing. He can no longer walk up and down stairs. Because <br />of his health and financial situation, he has been forced to move quickly. He noted his first <br />choice of a place to move was within Ward 4 and the second was one block out of Ward 4. He is <br />currently living one block out of Ward 4 in one -level living. He said he has applied for special <br />grants to help build an accessible home and if the grants are made, he will have a home built <br />within Ward 4. He has a Realtor and a builder. He stated he should have a decision on whether <br />grants are available in the next 30 to 60 days. He explained if he doesn't hear a decision by that <br />time, he is willing to make a decision on whether the residency will continue to be temporary as <br />it is now. <br />City Attorney Goodrich asked if the Council is willing to hold off on this decision and schedule a <br />hearing after 60 days. <br />Mayor Ramsey suggested tabling this item to the next work session. <br />Consensus was reached to table this item to the next Council meeting on May 24.
