I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

DATE:

TO:

FROM:

SUBJECT:

June 3, 1997

Ryan Schroeder, City Administrator

James Gromberg, Economic Development Coordinat

Access Location for Foster Cemetery

As you requested, I have identified on the attached map, the location of the access for the Foster
Cemetery in the City of Ramsey. The access to the Cemetery follows the northern and eastern
property lines of the Bury Carlson facility. Currently, a mowed path exists allowing for the
access to the cemetery. The path and a third of the cemetery was mowed[ by former Mayor
Hardin over the Memorial Day Weekend. In regards to the future use of the site, a first step
would be to identify the existing gravesites in the cemetery. When we requested bids for the
Trott Brook cemetery for survey and burial site identification, the bids were between $7,000 to
$8,000 for the required work. Based upon the limited information about the Foster Cemetery,
these bids may be considerably higher.

In addition, I have included a copy of the document that dedicated the cemetery to the City of
Rarnsey. As you will note, the document, dated November 7, 1865, requires the City to enclose
the cemetery with a good and substantial fence and provide for access to the area. Currently, the
chain link fence has been rolled up along the southern border of the property that appears to be in
conflict with the dedication of the property

The City will be receiving bids in conjunction with the installation of the fencing at the public
works site for the reinstallation of the existing fence. This project should be; completed during
the summer of 1997. In 1996, the Ramsey Fire Department did burn off the vegetation on the
cemetery in anticipation for this year's higher level of maintenance. After the initial mowing, it
is the City's intent to continue with normal mowing practices that are used wr[th the Trott Brook
Cemetery. In the future, the plan would be to replace the current chain link fence with a more
ornamental fence and to provide for plaque and benches along the entrance when the trail
through the area is completed. As the trail passes the entrance to the cemetery,, a widening would
be provided for the benches and the plaque commemorating the pioneers of the area.

As always, if you have any questions concerning this project, please do not hesitate to contact
me.
