Before September of i 984, the City didn't have a Zoning Administrator. Zoning issues would have been handled by Building Official Clayton Berg (employed by the City from July 18, 1977 to December 4, 1985), or City Administrator Lloyd Schnelle (employed by the City from July 17, 1978 to January 22, 1986). Anne Norris was hired as Urban Economic Development Planner on September 24, 1984. Sometime before 1988 her title became Community Development Director. She left City employment August 31, 1988 ........ David Hartley was City Administrator from February 1, 1986'to March 31, 1991. Mark Banwart was Community Development Director from November 1, 1988 to July 20, 1990. You asked about Penny Curtis. She was a clerk for the "Building Department" from June 22, 1981, to March 1, 1986 when she was promoted to Executive Secretary in Administration. She became Administrative Coordinator in August of 1989 and served in that position until she left City.employment December 16, 1992. Her COBRA notice states that.she was mgving to Arizona. Ms. Curtis' records reflect that her name changed from Penny Curtis io Penny Ott in November of 199.0.. I hope this information is what you needed.
