I I I I I I I I I I I I I I I i ORDINANCE NO. 97- CITY OF RAMSEY Anoka County, Minnesota AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE REZONING AND SUBDIVIDING OF LAND WITHIN A PART OF THE CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA. The City of Ramsey Ordains: SECTION 1. AUTHORITY. This Ordinance is adopted pursuant to that authority granted to the city by MSA §462.355, Subd. 4, entitled "Interim Ordinance." SECTION 2. PREAMBLE AND PURPOSE. WHEREAS, the City Council finds that certain elements of its Comprehensive Plan relating to residential development density and the impact of new residential development on existing neighborhoods requires further study in order to implement appropriate performance control standards; and WHEREAS, the City Council finds that additional planning studies need to be made concerning the advisability of including within its Comprehensive Plan legally defensible controls for regulating community appearance and design standards; and WHEREAS, the City Council finds that the environmental component of the City's Comprehensive Plan may require further study to determine the impact of residential development density on the city's environmentally sensitive areas; and WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the rezoning, subdividing and platting of land within all areas of the city, except those specifically excluded below, is necessary to study the above issues and in order to protect the planning process and the health, safety and welfare of the citizens of Ramsey. SECTION 3. STUDIES. The City Council hereby directs its City Staff to advise it as to the estimated expense and sources of funding for the Compre- hensive Plan amendment studies identified above and to report to the City Council within 30 days its findings, at which time the city Council will order said Comprehensive Plan studies. In addition, staff shall advise the City Council as to what other development studies are appropriate in order to accomplish the purposes of this ordinance. The studies ordered pursuant to this ordinance shall make recommendations to the City Council for the adoption of policies, procedures and ordinance amendments relating to the Comprehensive Plan amendments referenced above.
