I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Personnel Committee conducted a regular meeting on Tuesday, May 13, 1997, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Sheila Beyer <br /> <br />Members Absent: Councilmember Natalie Haas Steffen <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Waite Smith <br />Police Chief David Gustafson <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beyer called the regular meeting of the Personnel Committee to order at 6:13 <br />p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Receive and Consider Draft Code of Conduct for City Employees <br /> <br />Administrative Services Manager Waite Smith reported that the Labor Management Committee <br />has been discussing harassment in the work place and recommended putting together a code of <br />conduct. Staffhas been advised to leave the harassment policy fi:ce standing. The draft code of <br />conduct has been sent to Scott LePak, an attorney who handles the City's personnel issues. <br />AFSCME has also been involved in putting this together. Ms. Waite Smith stated that staff is <br />not asking the Committee to recommend adoption this evening. This is being presented for <br />review and also to seek authorization to distribute it to the employees fbr their comment. <br />Following their comment, the code will be brought back with a request for approval. <br /> <br />Consensus was to recommend to Council that the draft code of conduct be distributed to all <br />affected parties for review and that staff summarize suggestions of the affected parties for review <br />and action by the Personnel Committee at a subsequent meeting. <br /> <br />Case #2: <br /> <br />Authorize Posting of Police Sergeant Positions <br /> <br />Administrative Services Manager Waite Smith explained ihat the Police Department has two <br />sergeant positions open. One is the vacancy created when Sergeant Gustafson was appointed to <br />Police Chief, the other is a promotional opportunity, rather than an additional position, <br />authorized in the 1997 budget. Chief Gustafson has been utilizing two officers in temporary <br />Corporal work assignments and is now ready to fill the Sergeant positions.
