I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />APPROVE INITIAL PHASE I DEVELOPMENT OF ALPINE PARK <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />At the City Council meeting of June 10, 1997, Council will be discussing adopting the ordinance <br />changing the zoning from R-I Rural Residential to R-1 Urban Residential for the Alpine Estates <br />subdivision. The City is expected to receive $399,000, pursuant to the Alpine Estates purchase <br />agreement. The majority of this amount will be required to construct phase I o£Alpine Park. <br /> <br />Notification: <br /> <br />The development Alpine Park has been discussed regularly since its inclusion in the five-year <br />Capital Improvements Program (CIP) several years ago. Development of this park first appeared <br />in the CIP as part of the 1993 budget (adopted fall of 1992). In that plan, it was expected that <br />development would occur from area park dedication revenue estimated at $97,000 for 1996 <br />development. In 1994, this time frame was changed as part of the 1995 budget, utilizing an <br />estimated $220,000 in sales proceeds and park dedications from sale of the property north of the <br />park. Park construction was delayed to an expected 1997 construction as a result. The same <br />project with the same revenues and project timing appeared within the 1996 and 1997 budgets as <br />well. <br /> <br />In addition to the public hearing on the five-year CIP each of the past five years, two <br />neighborhood meetings were conducted requesting comment on the park and proposed <br />subdivision, and the Planning Commission conducted a separate public heating on Alpine <br />Estates. The Park and Recreation Commission has also specifically discussed Alpine Park in <br />case form several times in each o£ the last two years. <br /> <br />Observations: <br /> <br />The purpose of this case is to approve the following: <br /> <br />l) <br /> <br />The final park concept plan as evolved from various public meetings, including input <br />from the Ramsey Youth Athletic Association; <br /> <br />2) <br /> <br />The general phasing schedule for the parks development and a preliminary phase I <br />budget; and <br /> <br />3) Request for proposals for engineering services for Phase I construction. <br /> <br />After an engineering firm is selected, the first order of business is to prepare bidding documents <br />for the grading, restoration, curb, gutter and bituminous work that will likely be done by a single <br />contractor. At the same time a request to let bids comes before City Council for approval, <br />Council would also be presented with a park budget and development schedule for the park. <br /> <br /> <br />
