She added that the previous policy reimbursed 70% <br />and this draft suggests 50%. This amount would be easier to take out of a department's budget. <br />She felt it makes sense to share the cost half and half as the City and the employee both benefit <br />from the education. <br /> <br />Mayor Gamec questioned how it is determined ifa class is job related. <br /> <br />Ms. Waite Smith replied that the Department Head and the City Administrator have to sign off <br />on the request. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to forward the education <br />policy/tuition reimbursement and to recommend that Council adopt it, retroactive to January 1, <br />1997 and that the Administrative Services Manager also sign off on the request. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Beyer. Voting No: None. <br />Absent: Councilmember Haas Steffen. <br /> <br />Case #5: Consider Proposed Revisions to Policy on Commission Appointments <br /> <br />Administrative Services Manager Waite Smith stated that in August, 1996, the City Council <br />adopted a policy for appointing members of the City's advisory boards and commissions. As a <br />result of experience with the new policy, Council directed staff to recommend revisions in the <br />policy section pertaining to service on more than one City commission at the: same time and to <br />recommend how to implement term limits for commission members. Part of the directive was to <br />fred out what commissioners think. She pointed out that state law prohibits stipends to Charter <br />Commission members, so a revision to the stipend section of the policy is being recommended. <br />She added that State Statutes states that no person shall be disqualified from serving on a charter <br />commission by reason of holding any other elective or appointive office other than judicial. She <br />suggested language to clarify this. <br /> <br />Mayor Gamec commented that maybe this is just more paperwork for something that Council <br />should be able to take responsibility for. <br /> <br />Ms. Waite Smith reported that she has heard back from 11 of the 20 people srarveyed and, out of <br />the 11, nine felt that term limits would be more positive. <br /> <br />Councilmember Beyer commented on not knowing what other Councils would do. She <br />suggested fairness does not always happen and there needs to be safeguards in the policy. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer that staff make the suggested <br />changes in the language and then work with the commissions with regard to telxn limits. <br /> <br />Motion carried.
