Olson, PE <br />County Engineer <br /> <br />Proposed 1998 - 2002 Five Year Plan <br /> <br />May 7, 1997 <br /> <br />It is again my pleasure to present to you, the proposed 1998 - 2002 Five Year Highway <br />Improvement Plan for Anoka County. The theme of this plan is similar to plans of the <br />PcaSt several years with more emphasis placed on preservation of the existing Anoka <br /> ounty Highway System combined with an aggressive program of major improvement <br />projects. <br /> <br />For several years now, the County has been talking about the prioritie~s of preserve, <br />manage, and expand as it relates to the Anoka County Highway System. Over the past <br />several years a strong effort has been made to improve the level of funding for <br />preservation type projects which primarily include bridge maintenance, crack filling, <br />overlays, and cold inplace recycling projects. However, even with the increased level of <br />funding for these types of projects, the general condition of the road system continues <br />to deteriorate. It is apparent that additional efforts in the area of preservation are <br />necessary and this Five Year Plan attempts to address the needs of the preservation <br />area as well as include funding to a higher level in those areas. The Five Year Plan is <br />broken down into three parts; the first part is titled, "Rehabilitation Projects" and <br />includes a list of rehabilitation projects for 1997 as well as an extensive list of roadways <br />in Anoka County which are classified as preservation type of roadways. An <br />introduction to the types of roadways included in this category is on Page 4. <br /> <br />The second part of the Five Year Plan is entitled, "Reconstruction Projects 1997 - 2002". <br />The first 3 years of this plan are relatively balanced financially, however, the years 2001 <br />and 2002 list many projects for which federal funds are being applied for other funds <br />are a possibility. These funds are identified on the bottom of those years and these <br />projects will likely not proceed unless funds are received for those specific projects. An <br />introduction to the types of roadways included in this category is on Page 15. <br /> <br />The third part of the plan is called "Other Projects". These projects are broken down <br />into two lists. The first list has a year indicated of 2010. These projects are projects <br />which have been requested by various units of government or individuals but for which <br />funding is not available in the 5 year planning time frame. The second list of projects <br />has a year OTHR which designates other and again projects which could not be funded <br />in the current 5 yearplan, but are projects that have been identified as needing <br />improvements for safety and/or capacity reasons.
