§ 8.30 <br /> <br />shall prepare a sketch showing the dwelling unit or structure, the structure <br />dimensions, an arrow indicating which direction is north, dimensions from two <br />structure corners to the septic tank or septic tank and well. Said information <br />further including the depth of the system, address of the property and last known <br />date of pumping shall be provided on forms provided by the City and shall be kept <br />on file by the plumbing inspector. Completed forms shall be dated and signed by <br />the homeowner and the inspector if other than the homeowner. <br /> <br /> Sub& 4. Non-Approved System¢. If upon inspection, it is discovered <br />that any part of the system is not constructed or operating in accordance with the <br />minimum standards of this chapter, the pl~mbing inspector or his designated <br />representative shall give written notification of the defects. The owner/applicant <br />shall be responsible for the prompt eI~mlnation of all defects and no system shall be <br />replaced in service until all defects have been corrected or eliminated. If such <br />defects are not corrected, the system shall be declared a health hazard in <br />accordance with §8.30.08. <br /> <br /> Subct 5. Trni,~ing and Certification. The plumbing inspector or his <br />appointed representative(s) shall participate in training courses for local <br />inspectors as they are offered by state and local agencies and shall become certified. <br />A certification program has been established by the Minnesota Pollution Control <br />Agency. <br /> <br /> $ubcl. 6. Licensing. No person shah engage in the business of or <br />perform for others the service of soil and percolation testing and site evaluation, <br />installing, renovating, repairing, or pumping and cleaning sewage treatment <br />systems within R~msey without first obtaining a license therefore. Installer <br />licensees shall be authorized to construct, install, renovate, repair, pump, clean <br />and otherwise maintain sewage treatment systems required in §@.30.04 Sub& 6 and <br />§$.30.05 Subd. 2 above. Pump-hauler licensees shall be authorized to p~mp and <br />clean sewage treatment systems. Soil scientist licensees shall be authorized to <br />perform soil and percolation tests and site evaluations. <br /> <br />A person desiring to obtain ~ny of the licenses described in §8.30.05 Sub& 6. shall <br />subra~t an application therefore to the administrator which describes his: business <br />and authorization to conduct such services; education, training certification, <br />registrations and experience with respect to such services; number of persons <br />employed in performing such services; and such other information as may be <br />reasonably required by the administrator. Prior to the issuance or renewal of a <br />license, license application shall be required to demonstrate a knowledge and <br />understanding of this chapter. The City Council may refuse to issue a license to <br />any applicant for reasons relating to the above factors and for other good cause. <br /> <br />Licenses issued pursuant hereto shall be in effect for one year and shall be <br />accompanied by the payment of a license fee as established by Council resolution. <br /> <br />Licenses may be revoked or refused renew~ for cause including, but not limited to: <br />practice(s) or installation(s) which are in v~olation of any provision of this chapter <br />or of any permit issued pursuant hereto; refusal on the part of the licensee to <br />correct defective work on a sewage treatment system which is instal]ed or <br />renovated %dthin this jurisdiction.
