Licensees shall maintain soil test data, system plans and other records and information as may be required by the administrator for the purpose of determining compliance with this chapter. Records relating to any system installation or renovation shall be retained for a period of three years following completion of that activity, and copies of the same shall be transr~itted to the pl-mbing inspector. Licensees shall make available all information, files and records, and other information required to be maintained to the aam~uistrator at any time on the transmission of a reasonable request relating thereto. Pump- Hauler licensees shall keep records of the location of disposal of pumped septage and date of disposal. 8.30.06 Subdivision L Municipal Responsibilifie.~ a. Routine Clennlng. As stated in §8.30.05 Subd. 2c, each waste disposal system shall be inspected on a biennial basis. Maintenance of the system shall be required 'when the sludge reaches a point 12 inches below the bottom of the outlet baffle and/or the sum reaches a point 3 inches above the bottom of the outlet baffle. At the instruction of the pl,:mbing inspector or his designated representative, the owner shall pump his sep'~.ic tank. Semi- annual pumping may be required as normal routine maintenance. A certificate of pumping and a pumping pernmit shall be required and can be obtained from the plumbing inspector. One copy of the p~_~rnping permit, containing the information specified on the p~rnping form shall be returned to the p]~rnbing inspector and kept on file. For systems equipped with a distribution ~ud/or dosing box, the owner shall arrange for the open~ng of the box and removal of any settled solids therein at least once a year. At the time of cleaning, the pl~rnbing inspector shall certify that scum and/or sludge levels have been reduced to acceptable levels. b. Scheduling and notification- The pl~rnbing inspector or his designated representative shall maintain a detailed record of all routine cleaning and inspections and shall notify the entire City semi-annually of the need for routine maintenance of their on-site systems. It shall be the duty of the owner or occupant of the property to maintain all-weather access to the system and give free access to the property at reasonable times for the purpose of effecting scheduled maintenance as outlined in §$.30.06 Subd. 1.
