Such an access would better merit the costly highway improvements that are <br />needed, and would also ease the future development of neighboring properties, solving <br />their access problems before they become problems. <br /> <br />We appreciate the dedication of fight-of-way for a frontage road, however, we do not <br />recommend that a frontage road connect to the proposed Apple Ridge street in such a <br />narrow strip of land. The frontage road/Apple Ridge street intersection would be so <br />close to the Apple Ridge street/TH 47 intersection that there would be no room for <br />vehicle queuing between the intersections. Such close spacing creates inadequate <br />driver reaction distance, particularly since cars leaving and entering the highway often <br />do so at high speeds. This situation of'ten leads to driver confusion and accidents. <br /> <br />The frontage road should connect to the Apple Ridge street at least as far away from <br />TH 47 as the first cul-de-sac west of the highway. We recommend that the plat set <br />aside right-of-way for a "backage" road rather than a frontage road-- in other words, <br />an access road set back from the highway by the depth of one lot. A "backage" road <br />may be a more feasible solution for the lots north of Apple Ridge than a frontage road, <br />as well as providing safer traffic circulation within Apple Ridge itself. <br /> <br />A Mn/DOT drainage permit is required for Apple Ridge. Stormwater from the <br />development should not be drained toward the highway. There is no ditch along TH 47 <br />through which to drain the development's water, and the DNR wetland to which the <br />water would flow has no apparent outlet. The development should have water quality <br />ponds, as required by federal law, and could use the native soil's permeability to reduce <br />runoff.to a minimum. Questions about the <br />permit process may be directed to Bill Warden, as noted above. <br /> <br />Any use of or work within TH 47 right-of-way, temporary or permanent, will also <br />require a permit. The type of permit needed depends on the nature of the proposed <br />work.
