Land planning

John Oliver & Associates, Inc.

580 Dodge Avenue, Elk River, MN 55350
(612) 441-2072 · Fax: 441.5665

June 19, 1997

Mr. Steve Jankowski
City of Ramsey
15153 Nowthen Boulevard NW
Ramsey, MN 55303

Proposal for Professional Services
Site Work for the Proposed ALPINE PARK

Dear Steve:

JOHN OLIVER & ASSOCIATES, INC. would like to thank you for the opportunity to submit
this proposal for professional services associated with the development of ALPINE PARK lying
in the southwest quadrant of County Road 57/Sunfish Lake Boulevard and 153rd Avenue. Based
on the information in the request for proposals, and our subsequent conversations, I understand
the development as represented in the preliminary plan attached to the RFP will have site
improvements similar to Central Park. We also understand that our primary contact for the
development of this project will be Mark Boos and a member of the Park and Recreation
Commission.

The scope of Engineering Services for the project primarily consist of site grading, parking lot
paving and curb and gutter, turf irrigation system, delineation of wetland at the westerly portion
of the site, and the creation of additional wetland by excavation west of the existing wetland area.
Site improvements are for the athletic facilities which consist of four baseball diamonds and one
combination soccer/football field and adjacent parking lots. Chain link fence is included for the
four baseball diamonds for backstops, a limited amount of fence from the backstop to the end of
the players benches, and a fence continuous at the outer limits of the outfield for each of the
baseball diamonds. The proposed improvements are to be additionally refined in discussions with
Mark and the Park's representative. Site improvements, that we understand are not included in
the contract, are storm sewer piping, bleachers, team benches, goal cages for soccer, goal posts
for football, and site lighting.

Our scope of services for the Basic Engineering Services and the Technical Services are as
described in your requests for proposals. Our fee for basic services are proposed to be on a lump
sum basis for the amount of $10,430. The Technical Services are proposed to be on an hourly
basis, and are estimated as follows:
