In conjunction with the adoption of Resolution #93-05-098 the Park and Recreation Commission <br />established the Lawful Gambling Funds Improvement Program which encourages the continued <br />development and enhancement of City parks and trails through cost sharing and volunteering. <br />Matching funds are programmed from lawful gambling proceeds. The program was utilized <br />during 1993 and 1995 but drew no applications for 1994 and 1996, however, the Park and <br />Recreation Commission has approved two projects under the 1997 program. We have already <br />received notice of applications for the 1998 program. <br /> <br />It should be noted that the proceeds in the Lawful Gambling Special Revenue Fund are also <br />programmed to supplement the interest earnings from the Landfill Trust Fund to maintain stable <br />revenues from 1998 through at least 2007. Any decreases in the level of funding from lawful <br />gambling organizations would require a reallocation of funds for both the Lawful Gambling <br />Funds Improvement Program and the park development monies available to supplement the <br />interest earnings from the Landfill Trust Fund. <br /> <br />Item O is the cash flow projection for the Lawful Gambling Special Revenue Fund as it was <br />adopted in the 1997 - 2001 Capita/Improvement Program. However, while it has been updated <br />to indicate the actual 1996 activity, the projections remain consistent with what was originally <br />adopted on November 26, 1996. Contributions received in 1996 and I997, as of the writing of <br />this case are as follows: <br /> <br />Anoka Area Hockey Association <br />Anoka Area Ice Arena Association <br />CLIMB Theatre <br />Ramsey Lions Club <br /> <br /> 1996 <br />$10,500.00 <br />$ 3,769.53 <br />$ 4,828.78 <br />$ 2,925.12 <br /> <br />YTD 1997 <br />$2,000.00 [Jan - April] <br />$1,707.33 [Jan - April] <br />$1,617.66 [Jan - April] <br />$3,625.41 [Bal 96-Jan-April] <br /> <br />The Fund also receives, as a donation from a Park Commissioner, the $25.00 month stipend <br />which through the writing of this case totaled $125.00. <br /> <br />A concern of the Council committee in 1994 was that each current and future lawful gambling <br />organization receive the same treatment. As such, it would seem that any sot~ening of Council <br />policy for one organization should result in like consideration for all others.
