" WHEREAS, at the Finance Come/tree meeting of May 25, 1993, Staff recommended that the Cit3,'s policy on expenditures of the Char/table Gambling Special Revenue Fund (CiD' Fund #270) be m-nenrte~ by m:kl/ng the language in #'s 2, 3, 4 mad 5, below. NOW THEREFORE, BE IT RESOLVED BY TIlE CITY COUNCIL OF TI-rE CITY OF RAh4SEY, A. NOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby adopts into policy that proceeds realized into the charitable gambling special revenue fund be expen, s.exl exclusively for recreation, commurfity and athletic facilities intended primarily for persons under age 21, provided that such facilities and activities do not discriminate on the basis of a gendgr and that such revenue not be used for operating equipment, supplies, wages or any other non-capital expenclirure. 2) That prior to expenciim.re from the fund, Council wilt pass .upon a Capital Improvements Program wherein fund expenditures are authoriz~ 4) 5) That it b intended that expend/mas will occur ar no greamr..thma a 50% match to outside dormdons.
