These criteria are: <br /> <br /> 1. There mu~t be proportionality between 'the need for the <br />new capital facilities or improvements generated by the development <br />and the amount of the fees. <br /> <br /> 2. There must be a reasonable connection between the funds <br />collected and the benefits accruing to the development. <br /> <br />The decision on.the amount to be collected should.be based on the <br />specific improvement on a case by case basis. <br /> <br /> <br />
