I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />FC CASE <br /> <br />By: <br /> <br /> SUBDMSION FEES <br />Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />City ordinances and State law do allow for the collection of fees for several types of <br />infrastructure elements, specifically sanitary improvements including water and wastewater <br />systems, storm water improvements, and park facilities. The City currently charges water and <br />sanitary sewer truck charges against develoPments which utilize these systems. Staff is of the <br />opinion that similar subdivision fees should be assessed for storm water needs and park trails as <br />well. <br /> <br />With the impending development moratorium, there will be an opportunity to review the detailed <br />calculations and rationale for determining the amount of such assessments. Irt the interim, there <br />will be a limited number of developments exempted from the moratorium. To avoid losing the <br />opportunity to collect an equitable contribution from these interim developments, Staff is <br />recommending collecting subdivision fees as follows: <br /> <br />1. A park trail development fee of $100.00 per unit on residential subdivision,,;. <br /> <br />2. A storm water tnmk charge of $350.00 per unit on residential subdivisions and $3,500.00 per <br /> acre on commercial and industrial subdivisions. <br /> <br />Attached to this case is an appendix which provides the rationale for determining these charges. <br /> <br />Recommendation: <br /> <br />It is Staff's recommendation that the CounciI adopt interim charges for storm water trunk and <br />park trail development in the amounts outlined above. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #97-06-XXX amending 1997 Schedule of Rates, Fees and Charges. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Attorney <br />Finance Officer <br />City Engineer <br /> <br />FC: 6/24/97 <br /> <br />/kas <br />(~j o/court cil&/b u dget ft/1997/j un e/fo624 fee,doc <br /> <br /> <br />
