DETERMINATION OF SUBDIVISION FEE FOR <br />STORM SEWER TRUNKS AND PARK TRAILS <br /> <br />Storm Water Trunk Charge: <br /> <br />A recent draft of a storm water study for the southeastern portion of the City has identified <br />$2,979,000 of storm water improvement which will be required within the area of the City south <br />of the Boy Scout Camp and east of Ramsey Boulevard upon ultimate development within that <br />area. <br /> <br />The above amount is comprised of three distinct project categories or priorities. Two of the <br />priorities, those listed as "1997" and those listed "F/P", involve projects which are presently <br />needed under existing conditions, or those that may only be needed if future problems become <br />evident. These projects should be financed under a drainage utility district that would obtain <br />revenue from all residents within the district. The remaining category consists of projects <br />anticipated to be required by development. A total of 18 such projects have been identified <br />within the southeastern drainage district as shown on the attached Table I from the drainage <br />study. The total amount required from these projects totals $2,212,000. Each of the 'subdistricts, <br />which are illustrated on Figure I, has listed within the report the total contributing drainage area. <br />An estimate was made based on the percentage of each subdistrict which is still <br />developable(subdividable), and of whether the land use would become residential or commercial/ <br />industrial. This resulted in an estimate of 906 developable acres of residential land and 405 <br />acres of industrial/commercial land. Using the assumption that commercial and industrial land <br />will generate four times the runoff of residential land, the per acre tnmk change is as follows: <br /> <br />Residential Trunk Charge <br />Industrial Trtmk Charge <br /> <br />$880/acre or $350/Iot based on 2.5 un/ts/acre <br />$3520/acre <br /> <br />Since [906x875] + [405x3500] = 2,212,000. <br /> <br />Park Trail Charge: <br /> <br />With the same development area considered for the storm sewer, our most current parks and trail <br />plan estimates a total of 3 additional miles of park trail needs to be constructed within this area. <br />Assuming a nominal cost of $15 per foot, $237,600 will be necessary for this improvement. <br />Assmning 906 developable acres will generate 2265 new units at a density of 2.5 units per acres, <br />a per unit charge of 105 units would be justified. <br /> <br /> I <br /> I <br /> I <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br /> <br /> <br />
