Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #97-07- <br /> <br />RESOLUTION ACKNOWLEDGING RECEIPT OF A PETITION FOR A PROPOSED <br />CHARTER AMENDMENT AND VERIFICATION OF REQUIRED SIGNATURES <br /> <br /> WHEREAS, the City received a petition on Tuesday, June 24, 1997, for a proposed <br />Charter amendment; and <br /> <br />WHEREAS, the proposed Charter amendment reads as follows: <br /> <br />Section 14.2 Community Development Standards. Expansion of the MUSA enables <br />residential development at a significantly higher density. The following community <br />development standards have been written to mitigate the impact high density residential <br />development may have on existing lower density neighborhoods thereby protecting their <br />value and quality of life. These standards apply to all residential development receiving <br />final plat approval after January 1, 1997. <br /> <br />14.2.1 Residential Real Property Density. All residential lots platted within the <br />MUSA after January 1, 1997, ("Subject Property") shall provide that the number <br />of residential plated lots per acre ("Density") of all residential lots platted within <br />the Subject Property that share a common border(s) with residential lots platted <br />prior to the Subject Property ("Existing Property") shall not exceed the lessor of <br />(i) the Density of the Existing Property immediately adjoining the Subject <br />Property at their respective common border(s) or (ii) one (1) residential platted lot <br />for every one (1) acre of Subject Property. And shall further provide that all <br />residential lots platted within the Subject Property that are within 1,000 feet of a <br />common border(s) with Existing Property shall be subject to a graduated density <br />plan approved by the city. <br /> <br />14.2.2 Traffic Generation Analysis. Residential real property platted within the <br />MUSA after January 1, 1997, shall be subject to a traffic generation analysis <br />which shall be provided by the developer of the Subject Property. The city shall <br />review this analysis for the purpose of making a traffic impact determination. In <br />the event the city's traffic impact determination establishes that the proposed <br />development of the Subject Property will significantly increase the existing traffic <br />flow through Existing Property which is destined for the county and/or Minnesota <br />highway system the city of Ramsey shall limit the platted Density of the Subject <br />Property to that of the adjacent Existing Property. <br /> <br /> AND WHEREAS, City staff verified the required amount of signatures as registered <br />voters; and <br /> <br /> WHEREAS, the Ramsey City staff will forward this petition to the Ramsey Charter <br />Commission on July 10, 1997. <br /> <br /> <br />
