Citf <br />Engineer lankowskl comment~ that if an EAW is requked, he believes there would be very lit'de new <br />infonmfion generated except for ~ assessment about endangered species, architecturah or historic <br />resources on the project. He stated ~a~s recommendation is if the Planrfing Commission ~s <br />comfortable w~ *.he amount of information presented, they should t~e a~on on the CUP tonight. <br />But, if'they feel having th~ additional hfformation from the F_KW would influence the deMsion, then <br />the motion should be contingent upon a finding of no envkonmental impacts. He noted that fince the <br />original recommendation, the area has been reduced to 39 acres. <br /> <br />Acting Chairperson Deemer asked if the City can still request the EAW (even if below the 40 acre <br />threshold). City Engineer Ian~owski advised it is possible to request a discretionary EAW. <br /> <br />City Engineer 3ankowski reviewed the County permits that will be required for 'dais project, With <br />r~gard to noise and du~t control, he referred to the standazd conditions included in permits to <br />miMm~e dust by limiting the work to a five acre pared at a time. Also included are conditions to <br />prohibit any excavation when wind gusts are at a certain level, if excessively dusty, the City can <br />order they use wmer to we~ down the site. With regard to the $10,000 bond, he stated ifviewed as <br />39.9 acres and 700,000 to g00,000 cubic yards of material, it may not appear adequato. However, <br />this projec~ will be conducted in five acre phases and one must be completed prior to the start of the <br />ne~ phase. City Engineer ,Tm~owskl stated tiffs h~s been the s~andard bond with grading projects. <br /> <br />Comm~ioner Thorud inquked regarding whether there were set hours of operation. City Engineer <br />;Iankowskl sta~ed they are from 7:00 a.m. to g:00 p.m., Monday through Friday. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Terry to accept Findings of Fact <br />Nos. i through 11 as presented. <br /> <br />Motion carfied.
