That the Applicant has submitted an undated six-sheet set of grading plans. That the Applicant is proposing to mine an area of 39 acres to a mean depth of 12 feet. Chapter 4410 of the Minnesota Rules of 1995 requires a mandatory Environmental Assessment Worksheet (EAW) for projects of this nature covering 40 or more acres, excavated to a mean depth of ten or more feet. That the Applicant states that the amount of fill exported from the Subject Property will be approximately 800,000 yards. That a portion of the proposed grading area is in the shoreland district of Sunfish Lake which extends 1,000 feet from the ordinary high water (ohw) elevation. That the Applicant has stated that the proposed haul route for incoming and outgoing trucks will be from Sunfish Lake Blvd. at a point approximately 300 feet north of the northern end of Sunfish Lake. That no fill materials, except topsoil for restoration, are proposed to be imported to the site. That no blasting will be employed in the grading activity. That the existing drainage patterns will not be substantially altered by the proposed grading plan. That the grading plan proposes to install silt fence and a sump trench to control erosion along the perimeter of the wetland in the active area. That the grading operation will increase the traffic to and from the subject property for the period of time the permit is in effect. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. That the proposed use will not substantially adversely imPair the use, enjoyment, or market value of any surrounding property. That the proposed use will not be hazardous to existing or future neighboring uses. That the proposed use will be disturbing to existing or~eighboring uses. ~.~ ~r~ f
