AND RSP ARCHITECTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />In September of 1996, the City Council approved a site plan for a Burger King facility to be <br />developed on the northwest quadrant of the intersection of Ramsey Blvd. and Hwy. #10 <br />contingent upon resolving access issues. The site proposed in 1996 was approximately 1.5 acres <br />in size. The size of the property significantly restricted the site development, especially with <br />respect to access points onto Ramsey Blvd. and Hwy. #10 and the design of the on-site septic <br />system. The County Highway Department had recommended that the access onto Ramsey Blvd. <br />align with that of the Holiday Stationstore on the east side of the street. Mn/DOT was not <br />receptive to an access onto Hwy. #10 without acceleration and deceleration lanes and they didn't <br />feel there was a sufficient amount of distance between the Ramsey Blvd./Hwy. #10 intersection <br />and the western property boundary of the subject property to accommodate these lanes. Since <br />last summer, the developers have acquired the parcel to the west of the subject site which now <br />increases the site area to 128,000+ square feet or approximately 3 acres. Consequently, a revised <br />site plan has been submitted to the City for review and approval. <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to public hearings. However, as a courtesy copies of <br />the site plan and case cover sheet have been forwarded to Holiday and Anoka West Pet Hospital. <br /> <br />Observations <br /> <br />The acquisition of the additional property resulted in providing the additional site space and <br />flexibility needed to align the access onto Ramsey Blvd. with that of the Holiday store on the <br />east side of the street, relocate the Hwy. #I0 access another 145 feet to the west, and provide <br />sufficient area for the septic system. The revised plans have been forwarded to Mn/DOT and <br />Anoka County for review. The Planning Commission did recommend that the deceleration lane <br />on Hwy. #10 be constructed the entire width of the property to also serve as an acceleration lane <br />for traffic entering Hwy. #10 from Ramsey Blvd. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />1996 site location map and site plan <br />1997 site location map and site plan <br />City Staff review letter dated August 1, 1997 <br /> <br /> <br />
