d) d) Draft Planning Commission meeting minutes dated August 5, 1997 Proposed development permit The facility is proposed to be 3,838 square feet in size. requirements for lot coverage, setbacks, number and landscaping, and screened waste enclosure. The proposed project meets City Code design of off-street parking spaces, The exterior wails are proposed to consist of a combination of brick and some masonite siding. City Code requires exterior walls to be 100% natural or prefabricated brick or stone unless otherwise approved by City Council. The Planning Commission reviewed the site plan on August 5 and recommended that the entirety of the exterior walls meet the requirements of City Code. The City has received a Grading Plan prepared by John Oliver and Associates dated August 1, 1997. The plan proposes draining the site from west to east into two detention ponds located on the eastern border of the site. These ponds would overflow into the existing ditch system draining the State and County highways. The volume of the ponding system would have the capacity to hold a 25 year storm event without discharge to the ditch system. The City Engineer is requesting drainage calculations to confirm the capacity of the detention ponds. Recommendation: The Planning Commission and City Staff recommend site plan approval contingent upon compliance with the City Staff review letter dated August 1, 1997 and the recommendations of the Planning Commission on August 5, 1997. Council Action: Motion to: Approve/deny the revised site plan proposal for the Burger King facility contingent upon compliance with the City Staff review letter dated August 1, 1997, t_he recommendations of the Planning Commission on August 5, 1997, and resolution of the access issues with Anoka County and Mn/DOT.
