I <br /> I <br /> <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> WHEREAS, the City Council is ~e=y~/much concerned about the <br />legality of the Amendment, its ~ffecJ~ on the City's planning <br />process and most importantly its ~g~ble adverse impact on the <br />property owners of the City; and <br /> <br /> WHEREAS, the City Council finds that through its Comprehensive <br />Plan, its current residential development moratorium and by <br />adoption of appropriate official zoning controls it can better and <br />more equally protect the residential property owners of the City <br />with regard to the rural/urban density issue than will be afforded <br />the residents through adoption of the Charter Amendment; and' <br /> <br /> WHEREAS, notwithstanding the City Council's significant <br />reservations concerning the legality and wisdom of the Amendment, <br />the city Council, pursuant to Minnesota law is obligated to <br />schedule a special election on the Amendment within 90 days of its <br />presentation to the city Council. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the City Administrator is directed to schedule a special <br />City election on the Charter Amendment for September 22, 1997, <br />and the city Administrator is further directed to take all <br />necessary legal actions to notice the election and properly <br />schedule it. <br /> <br />$ <br /> <br />That the City Council approves the form of the ballot as <br />attached hereto. <br /> <br />The motion for the adoption of the foregoing resolution was duly <br />seconded by Councilmember and upon vote being taken <br />thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br /> <br />
