<br />Bids were opened for the project stated above on Friday, July 18, 1997. Transmitted herewith are ten (10) copies of
<br />the bid tabulation for your information and file. Copies will also be distributed to each bidder.
<br />
<br />The following summarizes the results of the five bids received.

<br />Low System Control Services, Inc. $49,805.00
<br />#2 Instrument Control Systems $94,173.00
<br />#3 Dynamic Systems, Inc. $95,940.00
<br />#4 Vander Vegt Electric, Inc. $99,150.00
<br />#5 Quality Flow Systems, Inc. $133,6.00.00
<br />
<br />The apparent low bidder on the project was System Control Services, Inc. with a Base Bid of $49,805.00. This
<br />compares to the engineer's estimate of $80,000.00.
<br />
<br />Prior to the bid and in lieu of a pre-qualification process, we instructed System Control Services to list themselves as
<br />Alternate Bid Manufacturer and submit a letter of explanation as to why they did not use a named Base Bid controls
<br />supplier.
<br />
<br />However, upon review of their bids, we found that System Control Services, Inc., the apparent low bidder, failed to
<br />indicate any manufacturer for the radios, programmable logic controller and data acquisition software. We contacted
<br />System Control Services, Inc. about their omission and also about our concern that they could adequately complete
<br />the job for their bid amount. They acknowledged their omission and asserted that they would be willing to complete
<br />the job for the bid amount. They would be willing to submit their proposed manufacturers for the Base Bid items to
<br />the City upon request.
<br />
<br />The other bidders did submit complete proposals. If System Control Services, Inc.'s proposal were rejected because
<br />of irregularities, Instrument Control Systems would become low. Therefore, we recommend that the City delay
<br />award of this project subsequent to review by the City attorney.
