Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #97-08- RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT FOR IMPROVEMENT PROJECT #96-24 CWATER UTILITY SCADA [SUPERVISORY CONTROL AND DATA ACQUISITION] SYSTEM) WHEREAS, Resolution #97-06-158 authorized the preparation of plans and specifications for the above referenced work; and WHEREAS, pursuant to an advertisement for bids for the water utility SCADA (supervisory control and data acquisition) system, bids were received, opened and tabulated according to law at 10:00 a.m. on July 18, 1997; and WHEREAS, the following quotes were received: Bidder Amount of Base Bid System Control Services, Inc. 49,805 Instrument Control Systems 94,173 Dynamic Systems, Inc, 95,940 Vander Vegt Electric, Inc. 99,150 Quality Flow Systems, Inc. 133,600 Engineer's Estimate 79,600 AND WHEREAS, it appears that Systems Control Services, Inc. is the lowest responsible bidder. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: 1) That the Mayor and City Administrator are hereby authorized and directed to enter into a contract with Systems Control Services, Inc. in the name of the City of Ramsey for the water utility SCADA (supervisory control and data acquisition) system in the amount of $49,805 for the base bid plus $16,755 for alternate bids A, B and C. 2) That the City Engineer is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next to lowest bidder shall be retained until a contract has been signed.
