youth association games - the other consisting of the parents with younger children. On these
weekdays, the existing play equipment isn't large enough for the number of users. In addition,
the 1989 structure isn't even as interesting as the play equipment in some of our neighborhood
parks.

Proposed is integration of the existing wood structure with a modem play apparatus (wood or
metal). The other equipment (south of the concession stand) would be relocated or disposed of.
The term "community-built" refers to participation by the residents in the way of volunteer labor.
It also can consist of cash contributions by business or philanthropic groups.

The Park Commission has suggested that City contributions for the playground could be held
until a match (combination of labor and cash) is met, thereby insuring a project worthy of
Central's status in the City. This project could involve every department in the City in a positive
fashion - similar to the 1996 construction of the D.A.R.E. house.

2000 PARK IMPROVEMENTS

Alpine Park Phase II

$69,000

Continued improvements to Alpine Park are expected to be requested by the public until full
development of the park is achieved. Unfortunately $69,000 may not be enough money to fully
construct both tennis courts and the west side access drive and parking area. A $15,000 General
Fund contribution, however, may provide for a total of $84,000.

Resident Survey

$5,000

This survey would be focused largely on the need for a community center in Ramsey.

2001 PARK IMPROVEMENTS

Rivers Bend Irrigation $72,000

Irrigation for Rivers Bend has been proposed within various CIPs since the park's creation in the
1980's. Both the softball field and the soccer field(s) are intensively used. As a conm~unity park
in Ramsey's urban area, the entire park receives continual appreciation throughout the year.
Irrigation for the north half will provide athletic fields of the quality expected by the public and
ensure new landscaping th-ives. One drinking fountain ("vandal proof') is proposed for each
half of the park.

Community Center Feasibility Study

$5,000

Proposed is a work plan wherein details learned from the community center public survey would
be formulated into budget estimates and a visual depiction that voters could consider for any
potential bond issue in the year 2003.
