CASE <br /> <br />AMENDMENT TO PAWNBROKERS LICENSING SECTION OF THE CITY CODE <br />By: David Gustafson, Police Chief and <br /> William K. Goodrich, City Attorney <br /> <br />Background: <br /> <br />At the August 12, 1997 meeting, Council was informed that the Minnesota legislature had <br />amended the statute regulating pawnbrokers and licensing of pawnbrokers and the fact that each <br />municipality needs to be at least as restrictive as the State Statute. A review of the Statute <br />indicated that the City needed to amend its ordinance by requiring that pawnbrokers maintain the <br />property pledged for at least 60 days .as opposed to the City's current 30-day requirement. <br />Another requirements is that ali pawnbrokers must print on each pawn ticket, a statement with <br />regard to the pledgor's rights of redemption, etc. with regard to the pledged property. Mr. <br />Goodrich presented an ordinance and Council introduced it at their August 12 meeting.
