cAs # fL ¢ <br /> <br />ACCEPT RESIGNATION OF CITY ADMINISTRATOR <br /> Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br />On August 2l, 1997, City Administrator Ryan Schroeder announced his resignation to <br />take a position as City Administrator of Cottage Grove, MN. The Cottage Grove City <br />Council would like Mr. Schroeder to assume his duties on September 29, 1997. In view <br />of these developments, the Ramsey City Council needs to accept Mr. Schroeder's <br />resignation, decide whether or not to waive the 60-day notice-of-resignation clause in his <br />employment agreement, appoint an acting City Administrator until a new City <br />Administrator can be recruited and hired, and establish the salary for the Acting City <br />Adminstrator. <br /> <br />Staff Recommendations: <br />Staff recommends that the Personnel Committee take the following actions: <br /> <br />1. Recommend that City Council accept Mr. Schroeder's resignation, effective <br />September 26, 1997. <br /> <br />2. Recommend that City Council waive the 60-day notice-of-resignation requirement <br />in Mr. Schroeder's current employment agreement, inasmuch as he has provided as much <br />notice as possible, given the requirements of his prospective employer. <br /> <br />3. Recommend that City Council accept Mr. Schroeder's recommendation and approve <br />the attached resolution naming Administrative Services Manager Linda Waite Smith <br />Acting City Administrator, effective September 27, 1997, until a new City Administrator <br />is appointed. <br /> <br />4. Recommend that City Council accept Mr. Schroeder's recommendation to <br />compensate Ms. Waite Smith at a rate midway between her current salary and the current <br />salary of the City Administrator. This is $56,380 on an annualized basis, which amounts <br />to $370 per pay period during the time she serves as Acting City Administrator. <br /> <br />Recently the City Council appointed as Acting Police Chief, an employee whose salary <br />was already above the minimum for the salary range for the Police Chief position. In that <br />case, the Council granted the Acting Police Chief a salary increase of 5% of the'minimum <br />of the Police Chief's salary range. <br /> <br />In this case, the minimum of the salary range for the City Administrator position is <br />$59,535, which is significantly higher than the current salary of the Administrative <br />Services Manager. The City Administrator and Administrative Services Manager are <br />jointly recommending that the Acting City Administrator be paid a salary that is midway <br /> <br /> <br />
