Ms. Wade replied that it would not increase the $20,000 she would have to pay for the hook-up. <br /> <br />Keena, 15110 St. Francis Boulevard NW, Ramsey, stated that she has three young children and <br />one on the way so she felt the paved road would be a benefit but if they extend the road through <br />the area there will be a minimum of 70 additional cars going through their neighborhood because <br />people will use it as a cut through to get to the school. If the road is constructed and it only <br />benefits the City by allowing them to develop the 17 lots and has a negative impact on their <br />children then the residents should not have to pay for the project. <br /> <br />Councilmember Cook explained that the reason the City is selling and developing the lots is to <br />subsidize and pay for the improvements in their development. If the project does not proceed <br />forward they will not sell the lots. The City is trying to give some benefits to those people who <br />live on dirt roads and would like to see them improved. If the City was not subsidizing the <br />project with the sale of the lots they would have to assess the residents 100 percent. <br /> <br />Keena stated that there is no reason the road has to go through. She stated that the City could <br />proceed with the project without impacting their children. She felt that there had to be other <br />alternatives. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Elvig, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Elvig, Cook, Kurak, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />The public hearing closed at 8:27 p.m. <br /> <br />Council Action <br /> <br />The regular meeting of the City Council was called back to order at 8:27 p.m. <br /> <br />Case #3: <br /> <br />Public Hearing to Consider Improvement Project #02-22, Pondvale Sewer <br />Water and Streets <br /> <br />Mayor Gamec called the public hearing to order at 8:27 p.m. <br /> <br />Presentation <br /> <br />Assistant Public Works Director Olson stated that the streets included in this proposed project <br />are 150th Lane NW - between Nowthen Boulevard and Ramsey Meadows 2nd Addition; Helium <br />Street NW - between 150th Lane NW and end of Pondvale plat. The informational meeting for <br />Project 02-22 was held at 5:30 p.m. on October 17, 2001, at City Hall. 12 residents representing <br />8 households from the project area attended the meeting and we received several phone inquiries <br />as a result of the mailed notice. After a staff presentation of the proposed project, time was spent <br />answering residents' questions and addressing their concerns.
