Assistant Public Works Director Olson explained that the 17 lots the City would be creating
would assist for paying for the project.

Mr. Hartman inquired as to why the residents would have to pay two percent over the prime rate.

Mayor Gamec explained that the interest rate in the feasibility study was only an estimate.

Mr. Hartman inquired as to what the statement pertaining to condemnation in the feasibility study
was about.

Assistant Public Works Director Olson stated if the project is approved and ordered there will be
some easements necessary. In order to keep the project moving forward condemnation action
may be necessary. That did not mean that the City would just condemn the property, the City
will begin negotiating with the property owners.

Mr. Hartman stated that the majority of the residents are not in favor of the project because they
feel it is being foreed on them.

Mayor Gamec noted that the residents can petition against the project.

John Edward, 5414 151st Lane NW, Ramsey, stated that the project will cost people a lot more
money to hook up to City sewer and water because most of their stubs from their homes are on
the backside of the property. A couple of years ago the cost would have been $1,800 and now it
will be well above $2,000.

Mayor Gamec explained that the sewer and water would be stubbed to the front of the property
and unfortunately in the past builders did stub the connection from the house in the back of the
property.

Deb Wade, 5450 152nd Avenue NW, Ramsey, stated that she is a Realtor and the City keeps
saying that it is not necessary to hook-up unless they want to, but ifa property owner does try and
sell their home they would have to disclose that City sewer and water is in the street and only a
fool would buy without forcing the seller to hook-up to City services.

Mayor Gamec noted that the Council would look at repealing the ordinance that would require
them to hook-up if they sell their property.

Ms. Wade replied that it will not make a difference because if someone knows that City services
are available they will probably not buy the house without making them hook-up or sacrifice
their house at a lower price.

Councilmember Cook noted that the value of the homes will probably increase with the addition
of asphalt curb and gutter.

City Council/August 12, 2003
