Eric Zaetsch, 6521 - 154th Lane NW, Ramsey, questioned the protocol because it was a public <br />hearing, which is to hear citizen input and Mr. Cook had been arguing and intervening with the <br />residents. <br /> <br />Shelly Dvorak, 5715 - 150th Lane NW, Ramsey, stated that she thought that the Council was <br />getting the wrong impression. The residents were not opposed to City sewer and water, but they <br />are strongly opposed to being forced to hook-up in the future. The residents would like to see <br />something in writing saying that they would not be required to hook-up to City sewer and water <br />in the future. As a majority they like the large lots and where they are and they are not ready to <br />sell their additional lot, but she could understand that they have a property owner that does want <br />to sell. <br /> <br />Mayor Gamec explained that it is written in the City Charter that the residents cannot be forced <br />to hook-up to City sewer and water. <br /> <br />Ms. Dvorak inquired if there was something in the Charter that states that if a person's septic <br />system goes bad and City sewer and water is available they would be forced to hook-up. <br /> <br />Mayor Gamec replied that he was not sure. <br /> <br />Ms. Dvorak noted that that would be a concern. <br /> <br />Mayor Gamec stated that he would be recommending that the Council pursue eliminating the due <br />on sale clause. <br /> <br />Ms. Dvorak stated that she was opposed to seeing the cul-de-sac opened because it would create <br />additional traffic to the school. <br /> <br />City Attorney Goodrich reviewed the language in the City Charter pertaining to City sewer and <br />water hook-up. <br /> <br />Ms. Dvorak stated that she would like to have the option to correct her septic system if it goes <br />bad rather than be forced to hook up to City services. <br /> <br />Ms. Pehlke inquired if the project was to proceed forward and they currently have a well on their <br />property would they have to cap the well or could they continue to use the well for watering. <br /> <br />Mayor Gamec replied that residents could hook-up to City sewer and water and still have the <br />well. <br /> <br />Assistant Public Works Director Olson noted that they can have both but they cannot be <br />connected. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Strommen, to close the public <br />hearing. <br /> <br />City Council/August 12, 2003 <br /> Page 15 of 30 <br /> <br /> <br />
