Ms. Stamen stated that 23 of the property owners would not be okay with the project as proposed <br />with the biggest reason being the road going through. <br /> <br />Councilmember Elvig stated that the Council is listening to the frustrations of the residents and it <br />is equally as frustrating to him as well. The Council started the entire process back in the Public <br />Works Committee, which includes three Councilmembers and they were asked to discuss the <br />possibility of doing the project. The consensus was to put something forward that the residents <br />would be in favor of as long as the Council would not be shoving a project down their throats. <br />This particular one has more interest because there are drainage problems and road problems and <br />the question before them was can the City help, which makes it all a bigger project. The Public <br />Works Committee then directed staff to look at the overall picture and how it might happen and <br />make sure people understand what is going on. The Council was not about to do the project <br />without hearing from the people. The Council thought they were doing something good, but is <br />hearing a lot of people are frustrated about it. <br /> <br />Councihnember Strommen inquired if the Council could discuss other alternatives or would that <br />be considered as taking some kind of action on the issue. <br /> <br />City Attorney Goodrich explained that the Council can bring forward different proposals, but <br />new public hearings would have to be scheduled. <br /> <br />Councihnember Elvig inquired if it was possible for the petitioners to put a contingency in their <br />petition if the cul-de-sac is the issue. <br /> <br />Councilmember Strommen stated that the petition would be against the projects as proposed, but <br />the Council could still bring forward an additional project. <br /> <br />Assistant Public Works Director Olson inquired if the Council could make a motion to eliminate <br />the connection of Helium Street and acquire easements for the pipe. <br /> <br />Mayor Gamec replied that he thought that they would have to restart the process. <br /> <br />Councilmember Cook inquired if they do not extend Helium Street, but extends the pipes for <br />City services, would they be putting themselves in a position of creating a land lock if a property <br />owner were to subdivide their land. <br /> <br />Councilmember Pearson stated that residents in the City on cul-de-sacs with open land on either <br />side have to know that some day that land will be developed. <br /> <br />Mayor Gamec explained that in order to change the project they will have to schedule new public <br />hearings on the issue. <br /> <br />Mayor Gamec recessed the regular meeting of the City Council at 9:16 p.m. <br /> <br />Mayor Gamec called the regular meeting of the City Council back to order at 9:23 p.m. <br /> <br />City Council/August 12, 2003 <br /> Page 17 of 30 <br /> <br /> <br />
