City Administrator Norman replied that adding City sewer and water does increase the value of <br />property, but to move a trailer park takes 2.5 years as stated in State law. <br /> <br />Councilmember Cook inquired if the City could legally move forward with the project with the <br />moratorium being in place. <br /> <br />City Attorney Goodrich replied that they could based on the hardship provision. <br /> <br />Councilmember Kurak stated that they are talking about 89 homes on six acres with sewage <br />flowing on the ground. She stated that she was very concerned about the people living there. <br /> <br />Mayor Gamec recommended that they try and include the language in the project agreement that <br />the City would not be responsible for the increased land value if the land is needed for future <br />road right of way. <br /> <br />City Attorney Goodrich noted that if the trailer park is currently allowed to operate they have a <br />working system so their value may not change a lot. <br /> <br />Councilmember Zimmerman inquired if the City allows this project to proceed how do they tell <br />other property owners impacted by the moratorium no. <br /> <br />Mayor Gamec replied that this was a health issue. <br /> <br />Councilmember Zimmerman stated that the trailer park has been in operation for 40 years. <br /> <br />Gary Wrobel, Manger of Oak Terrace Estates, stated that they been there since 1949 and they <br />have been having problems with the septic system for about eight years. Currently they are <br />spending $80,000 a year on pumping. <br /> <br />Mayor Gamec stated that it is a health concern and they have to do something, but he wants to <br />make sure that the City does not become responsible for the increase in value on the property. <br /> <br />Mr. Wrobel explained that they are willing to spend over $600,000 on the project and they are <br />not selling the property. <br /> <br />Mayor Gamec requested that staff include language pertaining to the valuation increase of the <br />property and bring it back to the next City Council meeting. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Elvig, to table action to <br />allow staff time to draft language pertaining to the valuation increase in the property and bring it <br />back for Council consideration. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Elvig, Cook, <br />Kurak, Pearson, and Strommen.
