Case #6: <br /> <br />Adopt Ordinance to Rezone the Holasek/Hamilton Parcel South of Riverdale <br />Drive NW from B-3 Highway Business to R-1 Residential <br /> <br />Community Development Director Frolik stated that on July 22, 2003, the City Council <br />introduced an ordinance to rezone the Hamilton/Holasek parcel south of Riverdale, west of <br />Sunfish Lake Boulevard from B-3 Highway Business to R-1 Residential, in accordance with the <br />Comprehensive Plan. <br /> <br />Mayor Gamec read a letter from Lora and Edward Hamilton and Winslow and Corinne Holasek <br />requesting Council to table action on rezoning the property, to allow them an opportunity to <br />present reasons why not to rezone it. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Zimmerman, to table action until <br />the next regular City Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Zimmerman, Elvig, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for Preliminary Plat Review of the Ramsey Town Center; Case of <br />Ramsey Town Center, LLC <br /> <br />Councilmember Kurak abstained from the discussion. <br /> <br />Assistant Community Development Director Trudgeon stated that Ramsey Town Center, LLC <br />submitted a preliminary plat for the Ramsey Town Center on June 16, 2003. Based on several <br />reviews, City Staff noted corrections and further information needed as part of the preliminary <br />plat submittal. City Staff received revised preliminary plats on July 2, 2003, July 21, 2003, and <br />July 30, 2003. <br /> <br />Assistant Public Works Director Olson noted that the City does require some sort of development <br />agreement be signed before grading occurs so grading will not occur until the development <br />agreement and certain securities are in place. <br /> <br />City Attorney Goodrich stated that the City would not permit grading unless a development <br />agreement is executed. <br /> <br />Councilmember Strommen inquired if there was a pressing need to grant preliminary plat <br />approval prior to having a signed development agreement. She stated that she was having a hard <br />time separating the two issues. <br /> <br />Councilmember Cook stated that he believed that in every other situation they approve the <br />preliminary plat before they have a development agreement signed. The developer has the option <br />to buy down the land at preliminary plat approval and they have people negotiating to develop on <br />the land, which is difficult if the Ramsey Town Center, LLC does not own the land. <br /> <br />City Council/August 12, 2003 <br /> Page 21 of 30 <br /> <br /> <br />
